I don't know if that has anything to do with it, but it sure sounds like it could.
While I have only helped people with the lang_english version of this problem, the warning and symptoms are the same, so I'm going to give you something to try that should get you back into the admin panel.
So far, this has worked for everyone that I have suggested it to, so why not give it a go.
