Checking user permissions

Hi
I need to clarify a point. A user with an own set of permissions would be listed in the Forums tab under Forums permissions? Or are these kind of users also listed elsewhere?

So I can be sure that, if no one is listed there, setting forum permissions for a group to No instead of Never will still not allow any user of that group to use the to No set permissions? It would only work if he has his own set of permissions overriding the No setting?
With regards

You should never use per user permissions. Better to use groups, because you can user move in and out. A "yes" in another permission role for this user breaks a "no". A "never" breaks them all.

Thanks but I just wanted to give one, at most two members of a group more permissions then the rest. I think putting them in an extra group for this seems overkill if I can adjust their permissions directly.

What about the group leader function? Could I define a separate set of permissions for a group leader instead of a specific user?

Do not assign permissions directly to any user, always use a group or a role
A role would be too much here, so use an extra group.
