das musst du selber einstellen, was noch größeres hat phpbb da nicht zu bieten.
die einfachste möglichkeit ist, dass du dir eine eigene css - klasse anlegst.
öffne die datei /templates/subsilver/subsilver.css
füge am ende der datei ein:

ich hab jetz einfach mal ein paar einfache möglichkeiten rein.
font-family definiert die schriftart (nimm eine der standardschriftarten, die jeder auf seinem rechner hat, ansonsten gibts probleme bei der anzeige)
font-size definiert die größe der schrift, da kannst du ein bißchen spielen (aber das px stehen lassen :-p )
font-weight / style / decoration stehen in meinem beispiel für fett, kursiv und unterstrichen. wenn du davon etwas nicht brauchst, dann nimm es raus
text-align: center bedeutet, dass die schrift zentriert ist, und color ist eh klar, pass die farbe deinen wünschen nach an.
wenn das alles erledigt ist, öffne /templates/subsilver/overall_header.tpl
suche

das ist auch der grund dafür, dass deine änderung am css wirkungslos war, da das css im template verzeichnis gar nicht verwendet wird
btw: du hast das css auf chmod 777 gestellt ? wer hat dir das gesagt ?
das einzige, was beim phpbb chmod 777 haben sollte, ist das verzeichnis avatars... setz auf dem css bitte wieder chmod 644
